Edinburgh’s controversial new visitor levy has reignited the row over tourist taxes. Supporters say visitors should contribute towards local services, while critics argue the charge will drive people away and damage small businesses.

With Wales introducing its own scheme and councils in England watching closely, the debate is only just beginning.

The UK’s first

Edinburgh has introduced a 5% charge on overnight stays, capped at five nights. The launch has been rocky, with reports of cancellations, confusion and concerns from small businesses.

The council expects the levy to raise up to £50 million a year to pay for services such as street cleaning and transport.

Following Europe

Tourist taxes already operate across Europe, including in Paris, Rome, Barcelona and Amsterdam. Manchester and Liverpool have visitor charges, while Welsh councils can introduce a levy of around £1.30 a night.

Supporters say

• Visitors should help pay for local services.

• The money will protect infrastructure and heritage sites.

• Tourist hotspots need extra funding to cope with demand.

Critics say

• Families already face high holiday costs.

• Smaller businesses are losing bookings.

• Britain already has relatively high taxes on accommodation.

• Visitors may turn to unregulated accommodation providers.

The battle ahead

More than 200 hospitality leaders, including representatives from Hilton, Travelodge and Butlin’s, have urged ministers to abandon the idea.

Edinburgh has shown that tourist taxes can raise millions, but also that they can create confusion and controversy. As councils struggle with rising costs, more destinations may conclude that charging visitors is the only option left.
